WHAT CHANGES HAVE OCCURRED?

FIFA Regulations on the Status and Transfer of Players have been updated.

Ruling determines that players participating in a Professional Competition must be registered in one of two-player registration windows.

WHAT IS A PROFESSIONAL COMPETITION?
Any competition that has at least one (1) Professional Player registered.
 

WHICH FOOTBALL SA COMPETITIONS WILL BE DEEMED PROFESSIONAL COMPETITIONS AND WHY?

National Premier League (NPL), State League 1, Women’s National Premier League (WNPL)

Each of these senior competitions have consistently had at least one Professional Player registered in the competition. WHO IS IMPACTED BY THIS CHANGE? All players, regardless of whether they are an amateur or professional player participating in a professional competition.


WHAT DO PLAYERS NEED TO DO?

All players, regardless of whether they are an amateur or professional player participating in a professional competition must be registered during one of two registration windows.

Senior Players (both amateur and professional) are not permitted to register outside of the registration windows.


For players in the NPL and State League 1, the Registration Windows are:

Registration Period 1: 16 February 2021 to 15 March 2021
Registration Period 2: 12 April 2021 to 10 May 2021


For players in the WNPL, the Registration Windows are:

Registration Period 1: 31 March 2021 to 27 April 2021 
Registration Period 2: 21  June 2021 to 19 July 2021
These registration windows apply to the Se nior Team only, not Reserves or Under 18s.

 

EXAMPLES

Baci Smith is an amateur player. He is going to register with Adelaide Hills and is on their first team roster. As State League 1 is deemed a professional competition, the player must register during one of the two registration windows stipulated for NPL and State League 1. Bonnie Smith is an amateur player. She is going to register with Adelaide City in the WNPL for the Reserve Team and is not on the PPS. This player can register anytime up to the 31 July 2021. Ted Jones is a Professional Player. He is going to register with Raiders and is on the PPS. This player can only register during one of the two registration windows as stipulated for the NPL and State League 1.

 

NOTES

  • State League 2 and Women’s State League are deemed amateur competitions and as such players may register anytime up to and including 31 July 2021.
  • State League 2 and Women’s State League are not permitted to have professional players.
  • NPL, WNPL and State League 1 Reserves and Under 18s may register at anytime up to 31 July 2021. Please note movement of players from the Reserves to Senior grade is restricted based on eligibility ruling in the relevant Competition Operating Regulations.

 

DEFINITIONS

Professional Player
Is a player registered with a Club under a written contract to play football for payment. The contract is on the prescribed Football Australia forms and is submitted to Football SA at the time of registration.

Amateur Player
Is reimbursed for expenses incurred due to playing football up to $200 a week for a period of no more than 40 weeks during the calendar year.
